A Sitting of the House of Assembly is scheduled for Tuesday, June 23rd, 2026 with Papers to be laid by the Honourable Prime Minister and Minister for Finance, Constituency Development, People Empowerment, Justice and National Security, the Honourable Deputy Prime Minister and Minister for Tourism, Commerce, Investment, Creative Industries, Culture and Heritage, and the Honourable Senior Minister and Minister for the Public Service, Transport, Information and Utilities Regulation.
The Motions for consideration are as follows:
1. BE IT RESOLVED that Parliament authorizes the Minister of Finance to raise money by the issue of treasury bonds as follows—
(a) the issuance of XCD 49.5 million for financing the 2026/ 2027 Budget Cycle at interest rates up to a maximum of 7.0%; and
(b) the refinancing of XCD 856 million in existing treasury bonds and treasury bills through the issuance of treasury bonds on the Regional Government Securities Market and by private placements at interest rates up to a maximum of 7.0%.
2. BE IT RESOLVED that Parliament authorizes the Minister of Finance to borrow an amount of USD37,750,000.00 from the International Development Association (the Association) to finance the Caribbean Resilient Renewable Energy Infrastructure Investment Facility Project;
BE IT FURTHER RESOLVED that the loan comprises —
(a) a credit of USD29,100,000.00 from the Association (the Association credit);
(b) a loan of USD6,660,000.00 from the Association, acting as the implementing entity of the Clean Technology Fund (the Fund loan);
(c) financing of USD1,990,000.00 from the Association, acting as the administrator of the Canada Clean Energy and Forest Climate Facility Single- Donor Trust Fund (the Trust Fund financing);
BE IT FURTHER RESOLVED that —
(a) in the case of the Association credit —
(i) the maximum commitment charge is one-half of one per cent per annum on the unwithdrawn financing balance,
(ii) the service charge is the sum of three-fourths of one per cent per annum plus the Basis Adjustment to the service charge on the withdrawn credit balance,
(iii) the loan is repayable in forty years commencing from the date of approval of the Association credit by the Board of the Association inclusive of a grace period of ten years,
(iv) the loan is repayable in semi-annual instalments on the 1st day of March and the 1st day of September of each year after the grace period;
(b) in the case of the Fund loan —
(i) the management fee is zero point four five per cent,
(ii) the service charge is one-fourth of one per cent per annum on the withdrawn credit balance,
(iii) the loan is repayable in forty years commencing from the date of approval of the Fund loan by the Board of the Association inclusive of a grace period of ten years,
(iv) the loan is repayable in semi-annual instalments on the 1st day of March and the 1st day of September of each year after the grace period;
(c) in the case of the Trust Fund financing —
(i) the loan is repayable in twenty years commencing from the date of approval of the Trust Fund financing inclusive of a grace period of five years,
(ii) the loan is repayable in semi-annual instalments on the 1st day of March and the 1st day of September of each year after the grace period.
3. BE IT RESOLVED that Parliament authorizes the Minister of Finance to borrow an additional sum of USD5,567,044.00 from the International Development Association for capital expenditure for the Caribbean Digital Transformation Project;
BE IT FURTHER RESOLVED that —
(a) the Maximum Commitment Charge Rate payable on the Unwithdrawn Financing Balance is one-half of one per cent per annum;
(b) the service charge is payable on the Withdrawn Credit Balance that is equal to the greater of —
(i) the sum of three-fourths of one per cent per annum plus the Basis Adjustment to the Service Charge, and
(ii) three-fourths of one per cent per annum;
(c) the loan is repayable in forty years commencing from the date of disbursement of the loan inclusive of a ten-year grace period;
(d) the principal amount of the loan is repayable on each 15th day of April and 15th day of day of October at a rate of —
(i) one per cent of the loan amount, commencing on the 15th day of April, 2035 to the 15th day of April, 2045, and
(ii) two per cent of the loan amount, commencing on the 15th day of October, 2045 to the 15th day of April, 2065.
4. BE IT RESOLVED that the Minister of Finance considers it necessary to borrow an amount equivalent to 22,900,000.00 Special Drawing Rights (the loan) from the International Development Association to finance the Caribbean Efficient and Green-Energy Buildings Project;
BE IT FURTHER RESOLVED that —
(a) the service charge is three-fourths of one per cent per annum on the withdrawn credit balance;
(b) the loan is repayable in forty years commencing from the date of disbursement of the loan inclusive of a grace period of ten years.
(c) the principal amount of the loan is repayable on each 1st day of March and 1st day of September each year on the following terms —
(i) one per cent of the loan amount commencing on the 1st day of March, 2035 to and including the 1st day of September, 2044,
(ii) two per cent of the loan amount commencing on the 1st day of March, 2045 to and including the 1st day of September, 2064.
5. BE IT RESOLVED that Parliament authorizes the Minister of Finance to borrow an amount of Special Drawing Rights (SDR)18,500,000.00 (the loan) equivalent to approximately USD25,000,000.00 from the International Development Association to finance the Saint Lucia Urban Resilient Flood Investment Project;
BE IT FURTHER RESOLVED that —
(a) the service charge is three-fourths of one per cent per annum on the Withdrawn Credit Balance;
(b) the Maximum Commitment Charge Rate payable on the Unwithdrawn Financing Balance is one half of one per cent per annum;
(c) the principal amount of the loan is repayable on each 1st day of March and 1st day of September commencing after the end of the ten year grace period
at a rate of —
(i) one per cent of the loan amount, commencing on the 1st day of March, 2036 to the 1st day of September, 2045, and
(ii) two per cent of the loan amount, commencing on the 1st day of March, 2046 to the 1st day of September, 2065.
6. BE IT RESOLVED that Parliament authorizes the Minister of Finance to borrow an amount of USD833,500.00 (the loan) from the Caribbean Development Bank (the Bank) for the Technical Assistance – Sir Julian R. Hunte Highway and Secondary Roads Improvement Preparation Project to finance the costs of consultancy services to prepare a feasibility study and detailed designs to upgrade the Sir Julian R. Hunte Highway and selected secondary roads to improve safety, inclusion, resilience and efficiency;
BE IT FURTHER RESOLVED that —
(a) interest is payable at a fixed rate of zero point seventy five per cent per annum on the principal amount of the loan withdrawn and outstanding;
(b) the loan is repayable in forty equal or approximately equal and consecutive semi-annual instalments payable on the 1st day of January and the 1st day of July of each year, after a grace period of two years.
7. BE IT RESOLVED that Parliament authorizes the Minister of Finance to guarantee an amount of USD1,616,400.00 (the loan) from the Caribbean Development Bank (the Bank) borrowed by the Saint Lucia Air and Sea Ports Authority for the Technical Assistance Port Development Preparation Project with the purpose of assisting the Saint Lucia Air and Sea Ports Authority to finance the cost of consultancy services to undertake —
(a) studies and designs for the development of a new cargo port facility at Cul de Sac;
(b) an assessment to develop and pilot port digitalization initiatives in Saint Lucia;
BE IT FURTHER RESOLVED that —
(a) the loan is repayable in forty equal or approximately equal and consecutive semi-annual instalments after a grace period of two years following the date of the loan or such later date as the Bank specifies in writing;
(b) interest is payable at a variable rate of five per cent per annum on the amount of the loan disbursed and outstanding;
(c) a commitment fee is payable at a rate of one per cent per annum on the amount of the loan undisbursed.
8. BE IT RESOLVED that Parliament by affirmative resolution approves the draft Value Added Tax (Amendment of Schedule 1) Order which amends Schedule 1 of the
Act to include as zero-rated goods for the period commencing from the 2nd day of August, 2025 and terminating on the 31st day of May, 2026 and for an additional period commencing from the 1st day of July, 2026 and terminating on
the 30th day of November, 2030, a supply of goods under the following Customs Tariff Headings —

9. BE IT RESOLVED that Parliament by affirmative resolution approves the draft Value Added Tax (Alteration of Rate of Penalty) (No.2) Order which alters, from the 2nd day of May, 2026 to the 31st day of December, 2027, the rate of penalty from ten per cent to zero per cent on the whole or part of the remainder of tax due or payable under the Act for the tax periods before and ending on the 31st day of December, 2025.
10. BE IT RESOLVED that the House of Assembly by affirmative resolution approves the draft Value Added Tax (Alteration of Rate of Interest) (No.2) Order which alters, from the 2nd day of May, 2026 to the 31st day of December, 2027, the rate of interest from one point two five per cent to zero per cent on tax payable which is not paid by the date on which it becomes due and payable for the period during which it remains unpaid for the tax periods before and ending on the 31st day of December, 2025
